ANNUAL INTERNATIONAL GOVERNMENT RELATIONS CONFERENCE
This conference is designed to help international government relations professionals from institutions, systems, and governing / coordinating boards understand and navigate this era. It will feature practical strategies on how individuals in these roles can build a broader base of support for public institutes, engage stakeholders, build coalitions, and employ effective government relations strategies. Participants will hear from a diverse array of seasoned professionals involved in all aspects of the legislative process for insight on how to best advance the public affairs agenda amid polarization, uncertainty and change.
Haïkel Drone – former athlete of high level (judo, football), Haïkel DRINE is an experienced IT Consultant offering more than 14 years of successfully leading all phases of diverse technology projects and providing management over large-scale IT implementations and coordination around the world in the private/public sector with business and social engagements. In the past he has worked for financial institutions including Bank of France, European Central Bank and BNP Paribas Group.
Mateusz Litewski – now he is responsible for public policy of Uber in the Central and Eastern Europe region. Earlier he was also in charge for the expansion of Uber to new markets, including Croatia, Slovakia, Estonia and Ukraine. Prior to joining Uber, he showed great results working with international companies from the aviation, e-commerce, heavy industry and finance such as The Boeing Company, VELUX, Bank BPH, Betfair, Deloitte, PKPP Lewiatan, Dolby Laboratories etc. He was dealing with public affairs, political and legislative monitoring, corporate communication, international project coordination and management, crisis management and communication, B2B & B2C relations, expert positioning.
Silviu Popa – a government relations professional with over 4 years working experience in the biopharmaceutical industry. Currently working in Celgene’s Corporate Affairs department, Silviu focuses on advocacy towards E.U. Institutions on healthcare policy issues and provides support to Celgene affiliates across Europe. Prior to joining Celgene, Silviu worked as a political advisor to a Member of the European Parliament for over 5 years, focusing particularly on healthcare and various topics relating to the EU’s Single Market. Silviu is Romanian and has a political science background. He holds a bachelor’s Degree in Social Sciences and a master’s Degree in European Affairs from Sciences Po Paris.
Kostas Rossoglou – holds the position of Head of EU Public Policy for Yelp, Inc. He covers all of Yelp’s public policy issues in the EU. Kostas previously worked for the European Consumer Organisation (BEUC) as Senior Legal Officer, where we led the digital team and worked on digital related issues, including competition, Intellectual Property Rights, privacy and e-commerce. He has also been a public affairs consultant in Brussels and a lawyer in Greece and in Malta. He has a Masters Degree in EU law. He speaks fluent English, French and Spanish and has basic knowledge of Russian. He is a Greek national.
Patrick Gibbels – Patrick has a background in Law and European Studies at the University of Maastricht (NL). After having worked briefly at a lobbying firm, which mainly catered Dutch clients, Patrick moved to the European Small Business Alliance (ESBA) – a Pan European organisation for Small and Medium- sized Enterprises, representing the interest of 1.3 million European enterprises and lobbying on their behalf. In 2009, he became ESBA Secretary General, a position which he still holds today. In April 2011 Patrick launched his Public Affairs company, Gibbels Public Affairs (GPA). Since then, it has grown to include a team of 6. In 2012, GPA moved to its new offices at the Clos du Parnasse, at a stown’s throw from the European Parliament.
Albi Alla – lobbyist at the top-ranked EU lobbying law firm Alber & Geiger. Albi has a over a decade of experience in European and international government relations having represented a variety of clients, including governments, associations, individuals and businesses across numerous sectors and policy domains. He started his career in the House of Commons, focusing on trade and foreign affairs. Thereafter, he has worked on many GR/PR campaigns, managing all elements from the conceiving of the strategy to the implementation on the ground. Albi is PhD Candidate in Lobbying in Foreign Policy at Maastricht University and participates on different events and training on lobbying and advocacy.
Teodora – is Head of Public Affairs of the European Travel Commission, where she works to raise awareness and understanding of the value of tourism in the EU and national policy makers through the formulation and implementation of ETC public affairs strategy. As ETC is holding the Secretariat of the Tourism Manifesto for Growth and Jobs, Teodora has been actively advocating on behalf of the broad European tourism industry in Brussels and globally. She is an expert in visa facilitation and air connectivity issues. Before joining ETC, Teodora worked in the European Parliament and the Committee of the Regions. Teodora is Project Manager Practitioner (PM4SD) certified by APMG.
Ioana Surpateanu – is Director for Government Affairs in Citi’s government affairs team for Europe, Middle East and Africa. She is in charge of Innovation and leads the policy and regulatory engagement on FinTech, data economy, data privacy and digital trade. She is based in Brussels. She is also Vice-Chair of the European Parliament Outreach Taskforce within the American Chamber of Commerce to the European Union.
Ioana joined Citi in 2017, from the European Parliament.
Prior to joining Citi, she was Senior Political Adviser responsible for the Working Group on Budget and Structural Policies in the Cabinet of the Vice-Chairman of the European People’s Party (EPP) Group in the European Parliament. She was in charge of coordinating the legislative and parliamentary work of over five Parliamentary Committees as well as liaising with EU Institutions and media on issues related to the EU budget and Investment, Digital Agenda and Economy, Research & Innovation and EU Structural and Cohesion policies.
Adam Thomas Mouchtar – from February 2018 Adam serves as an honorary representative of the Inter-University Center for Terrorism Studies at the European Institutions. He advises policy makers on security issues, speaks on behalf of the inter-university at public events and reports back to Washington D.C. on relevant security developments in Europe. Besides, Mr. Mouchtar is a special political, strategical and communication advisor to the Members of Parliament Sorin Moisa and Franc Bogovic. For more than 4 years he was the director of the EU Affairs Office, representing BBI International (B’nai B’rith International, based in Washington D.C.) at the European Institutions in Brussels and Strasbourg. One of his greatest achievements is the position of Managing Director in EU40. This platform brings together those who will change the face of Europe – either in the European Parliament, the European Commission or the Council. They favour a cross party dialogue on policy issues that are high on the political agenda.

John Frank – Vice President for EU Government Affairs at Microsoft. He was previously Vice President, Deputy General Counsel and Chief of Staff at Microsoft Corporation in Redmond
Washington. From 1996 to 2002, John Frank led Microsoft’s legal and corporate affairs group for
Europe, Middle East and Africa, focusing on issues such as privacy, security and consumer
protection. Prior to joining Microsoft, John Frank was an attorney at Skadden in San Francisco.
Oleksii Musatov – executive Director of the National Transport Business League, have more than 5 years of experience in public transport enterprises. Alexey actively advocates changing the existing approaches of state administration and administration of cities. He is a specialist in the field of start-up ecosystems of open innovation. As an expert at the International Academy of Ecology, Human and Nature Safety, he is working to study the prospects for using Blockchain technology for social change.
